Still doesn't make any sense why they wouldn't of been in the commonwealth. I just think the suit might of been developed in Boston since there are so many research stations around. I don't think their ONLY found in the Commonwealth, Since pretty much every BOS knight has a suit of T60 armor as soon as they arrive. That is what i feel is the most likely explanation as to them being found only in the commonwealth,maybe a retrofit by the local army engineers?Makes sense,they would need a strong armor,and probably have some old T-45s laying around. So if an enemy is shooting you in the back it does extra damage to the Power armor.
